The Position

The Bureau of Environmental Services (BES) Coordinator III (O&M Facilities Manager) position resides in the Operations & Maintenance Group (O&MG). The O&MG equitably protects public health and the environment as we operate, maintain, administer, and recover resources in conducting wastewater and stormwater collection, pumping, treatment and managing natural assets in collaboration with the community and regional partners. This is a highly skilled position responsible for asset management associated with industrial and office spaces at wastewater treatment plant and pump station facilities. The work has a broad scope, is complex and involves significant accountability and decision-making responsibilities. Key functions include program management, project management, personnel management, as well as daily operations and maintenance of facilities. O&M Facilities Management goal is to develop and maintain a level of service required to create a productive, safe, efficient, and effective work environment for the assets (equipment and people) to function that meets required building and safety regulations and is equitable, inclusive and supports employees.

The position is responsible to manage facilities associated with two wastewater treatment plants, a pump station maintenance shop, 100 pump stations and various other sites located around the City of Portland. It includes 125 acres of property at the Columbia Boulevard Wastewater Treatment Plant and 10 acres of property at another wastewater treatment plant located in Lake Oswego, along with over 200 different structures, 75 of which are located at the two treatment plants. Structures range in size from 50 square feet to 60,000 square feet. More than 10 of them are occupied regularly by employees. The facilities have paving, sidewalks, landscaping, walls and windows, doors and locks, card access, utilities (power, water), lights, equipment, furniture, ventilation systems, building systems, roofs with gutters and downspouts, fences, and neighbors. Effective asset management of these facility assets is key to delivering reliability-centered operations and maintenance.

The O&M Facilities Manager works collaboratively with a diverse set of cross-bureau and cross-city stakeholders, as well as a variety of vendors/contractors and other agencies. This includes important elements such as property management, project management, safety, security, condition assessment and technology.

This position manages an annual operating budget, facility related procurement activities and capital improvement projects. The work includes maintaining compliance with all applicable local, state and federal code and/or regulations.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as "full-time remote" could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location. This position reports to the Columbia Boulevard Wastewater Treatment Plant @ 5001 N Columbia Blvd. Portland and does currently require a hybrid schedule.

To Qualify

Applicants should specifically address and demonstrate in their cover letter and résumé how their education, training, and/or experience meet each of the following minimum qualifications:

  1. Ability to develop and manage programs and projects and oversee the implementation of related plans, policies and procedures including the development and monitoring of budget and the establishment and evaluation of performance goals and metrics.
  2. Ability to develop, implement, and update asset management and facility guidelines and standards to improve program efficiency.
  3. Ability to apply the principles of asset management and operations and maintenance of industrial and office type facilities.
  4. Ability to plan, design and manage facilities through participation in effective site planning, space planning, maintenance and reinvestment planning and design review.
  5. Ability to analyze, interpret, explain, and apply relevant laws, regulations, policies, procedures, and guidelines pertaining to facilities management.
  6. Ability to analyze complex issues and problems, evaluate alternatives, and recommend policies, strategies, and effective courses of action, particularly in the field of facilities asset management.
  7. Ability to supervise, work with, and communicate with multicultural staff, workforce, contractors, and community to effectively accomplish equitable program objectives and practices.
