Description

The Position

The Portland City Attorney's Office seeks an attorney with a minimum of four years of experience to defend the City in tort matters in state and federal courts. The Attorney will be responsible for all phases of litigation, including drafting pleadings, motions and briefs, conducting all aspects of discovery, court appearances, settlement negotiations, and trial work. The position requires excellent written and oral-advocacy communication skills, proficiency in time management, the ability to manage a challenging caseload, and the flexibility to work both independently and as a team member. State and/or Federal Court civil litigation experience preferred. Prior public entity experience, including police liability, wrongful death, and constitutional claims litigation a plus.

The Ideal candidates will have the following attributes:
• Minimum 4 years' experience as an attorney
• State and/or Federal Court litigation experience
• Excellent communication skills
• Excellent writing ability
• Proficiency in time and case management

Examples of Job Responsibilities Include:

  • Conduct litigation on behalf of and against the City
  • Provide legal representation to the City's elected officials, employees, Bureaus/Offices, boards, and commissions
  • Appear in court and before judicial, quasi-judicial, administrative, legislative, committee, and public media forums
  • Prepare for, attend, and advocate for City in legal proceedings and settlement conferences and mediations
  • Perform post-trial procedures
  • Determine grounds for and advise on appeals
  • Advise City representatives of outcomes and impacts
  • Demonstrate knowledge and application of federal, state and municipal statutes, regulations, and ordinances, rules of evidence and the ability to analyze, interpret, explain them to non-attorneys
  • Communicate both verbally and in writing
  • Present information, proposals, and recommendations clearly and persuasively in public settings
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Demonstrate tact, diplomacy, and patience
  • Gain cooperation through discussion and collaboration

Work Location
Beginning in May 2023, most hybrid employees will be expected to perform at least half of their work in person. City Council approved a human resources administrative rule in January 2023, HRAR - 4.045, requiring employees, including those who are fully remote and hybrid, to perform work within Oregon or Washington. To Qualify

Applicants must specifically address and demonstrate in their resume and cover letter how their education, training and/or experience, meets each of the following minimum qualifications:

  1. A minimum of 4 years of litigation experience as a licensed attorney, or other combination of experience demonstrating a capacity to perform the essential functions of the position.
  2. Competitive candidates will provide details in their cover letter addressing how they meet the ideal candidate qualities in the above position description.

Applicants Must Also Possess:A Juris Doctor from an accredited law schoolOregon State Bar Membership, in good standing, or membership in good standing in the Bar of another jurisdiction, with the ability to obtain Oregon State Bar Membership.
