Revenue & Tax Specialist IV
The Bureau of Revenue and Financial Services is recruiting for Revenue and Tax Specialist IVs to join the Tax Division.
The Revenue Division is seeking five full-time Revenue and Tax Specialist (RTS) IV positions in the Tax Division. Two of the positions are on the Account Management team that administers the City of Portland and Multnomah County business income tax. Three of the positions are in the METRO tax program.
An RTS IV is primarily responsible for collections, accounts receivable and cash management-related functions, such as gathering and collecting income tax information and payments, managing past due accounts and receivables to obtain payment and compliance, while working with taxpayers and responding to requests for general assistance. Additional duties include entering business and individual tax information into the appropriate computer system; making corrections and preparing billings and/or correspondence; verifying the accuracy of data functions; calling delinquent taxpayers to compel compliance with tax requirements, including obtaining payment of outstanding tax balances due; and assisting senior staff and auditors in review of state, federal, City of Portland and Multnomah County documents.
The successful candidate must pass a comprehensive police background investigation in order to have their employment retained and be able to work in a culturally and gender diverse workplace.

Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as "full-time remote" could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.

- Knowledge and experience applying tax codes, policies, laws and accounting procedures.
- Ability and experience explaining complex tax concepts and helping customers understand complex laws or rules and financial calculations.
- Ability and experience providing excellent customer service.
- Skill and experience analyzing tax returns or other financial documents.
- Ability and experience collecting past due receivables.
