Revenue & Tax Specialist V – Deadline Extended
The Bureau of Revenue and Financial Services is recruiting for a Revenue and Tax Specialist V to join the Tax Division.
A Revenue and Taxation Specialist V functions at a senior level with lead responsibilities for one or more programs such as business improvement districts, transient lodgings taxes or business income tax delinquent and legal collections. The current vacancy is on the Delinquent Collections Team in the Tax Division, which requires extensive account collection experience. Duties include managing delinquent accounts and receivables to obtain payment and/or compliance, working with taxpayers and tax professionals in person or on the phone to explain requirements or options available to resolve compliance issues and analyzing difficult chronically delinquent accounts, referring delinquent accounts to our collection agency or city attorneys, working closing with the city attorneys and collection agency. All assignments focus on providing quality customer service to taxpayers, businesses and tax professionals. Duties vary with business and tax cycles.
The successful candidate must pass a comprehensive police background investigation in order to have their employment retained and be able to work in a culturally and gender diverse workplace.

Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as "full-time remote" could: 1) remain full-time remote, 2) become a remote/onsite mix, or 3) revert to full-time at a city work location.

- Knowledge and experience applying the City and County business tax codes, policies, rules and guidelines.
- Knowledge and experience applying delinquent account collection procedures and techniques.
- Ability and experience effectively communicating and providing customer service.
- Skill and experience reviewing and analyzing tax returns or other financial documents.
- Ability and experience explaining complex tax or business concepts, standards, practices or compliance requirements.
Applicants must also possess:
- Ability to successfully pass an in-depth background investigation.
